I think it's to do with the short life cycles, low barrier to entry, and the ability to update the product after release (software updates).
You cant do the same for refrigerators or washing machines.
Refrigerators and washing machines must conform to numerous standards and specifications. I may be able to piece together a fridge, but I won't be able to sell it because it does not conform to standards.
